Senior Pastor

It was early in 1983 when God woke a young man in the middle of the night with a call; it was a dream of where God wanted to take him and what He wanted to do with his life. It was a dream of preaching to a large crowd in a far distant place. Now, nearly thirty-five years later, God is continuing to fulfill that call!

Gary and Mindy (Marenda) Randol were married in May of 1989 and served his father (mentor, hero, leader, teacher, and Pastor), Bishop Doyle W. Randol and Faith Tabernacle UPC in Cape Girardeau, Missouri as custodian, Sunday school teacher, service leader, bus ministry, Outreach, and Youth Pastor/Assistant Pastor. During that time they also evangelized part-time and held the position of sectional youth director for over six years. 

In August 1995 they were elected Pastor of Victory United Pentecostal Church in Wilson, NC—100%. In 1996 he was appointed the North Carolina District Sunday School Director—a position in held until being asked to serve as the Director of Promotions for the General Sunday School Division. They left North Carolina in August 2001 and headed to St. Louis, MO—headquarters of the United Pentecostal Church International. In January 2003 he was appointed the General Sunday School Secretary for the United Pentecostal Church International and served faithfully for three and a half years. During that time he was blessed to minister in fourteen countries and twenty-seven states. 

In 2003 he stood on the platform of the General Conference in Madagascar being introduced to the 12,000 plus in attendance; at the moment the Holy Ghost moved on him and tears began to flow down his face as he realized God had shown him that very moment twenty years before during the dream of his calling.

In December of 2005 God begin dealing very strongly concerning his time being fulfilled in St. Louis, MO and that God was opening a door they should walk through. Later that month, he received a phone call that planted the seed for their future. They willingly followed the call of God as they had done his entire ministry. They were elected Senior Pastor of The Apostolic Sanctuary (formerly The Jesus Church of the Quad-Cities/Whole Truth Tabernacle) on January 28, 2006—100%. 

Gary currently serves as Presbyter of Section 9, IL District UPCI, the IL District Children's Ministry Director, and the North Central Region Coordinator for Church Growth, UPCI. Mindy works part-time at Blackhawk bank, while leading the Ladies & Kidz Blast ministry and faithfully serving alongside her husband as the First Lady of TAS. They are blessed with four children—Caleb (1991) and his wife Beth, Nathan (1993) and his wife Andrea, Landon (1999), Channing (2001) and are proud Lollie & Pops to Casyn and Kingstin (Caleb and Beth) and Eden (Nathan and Andrea).

Don and Carla Bailey

Donald W Bailey was born and raised in State College, Pennsylvania.  He attended Wesley College in Dover, Delaware from 1971-1972, where he began attending a United Pentecostal Church Pastored by Rev. and Mrs. Trout.  At this time he realized his need for salvation and was baptized in Jesus Name and received the Holy Ghost.

Donald decided to learn more about his new found beliefs by attending Apostolic Bible Institute in Saint Paul, Minnesota. He graduated from ABI with a BA in Theology in 1975. He moved to Moline Illinois in June of 1975 and became a member of (Whole Truth Tabernacle, The Jesus Church of the Quad Cities) The Apostolic Sanctuary.

He married Carla (Lindsey) Bailey on June 4, 1980. Together they have 3 daughters Meagan, Miranda (Rob), and Marisa (Cranston).  They also have 3 granddaughters Ashlynn, Jordynn, and Carsynn, and a grandson Landree. 

As members of The Apostolic Sanctuary, Donald and Carla have been involved in many aspects of ministry. They Pastored our Daughter work in Geneseo for 6 ½ years before becoming Associate Pastor in 2008.  He was bi-vocational until June 0f 2015 when he was able to come on staff full-time. Donald holds a General License through the United Pentecostal Church International. Carla serves as our Director of Sunday School.

Larry & Carrie Wall

Larry Wall was born and raised in the Quad Cities. He graduated from Moline High School in 1998.  He then completed an apprenticeship through Penn State in Construction/Sprinkler Fitter Journeyman and is currently employed by Tri-State Automatic Sprinklers.

He married Carrie (Ineichen) Wall in 1999. Together they have 2 sons — Calvin (2002) and Cranston (2004); they are also the legal guardian of their niece Emily (1995).

As lifetime members of the Apostolic Sanctuary (Whole Truth Tabernacle, The Jesus Church), they have been involved in various ministries such as Sunday School, Comfort Ministry, Music, Kitchen, and Grounds. Their focus switched to Youth Ministries in 2004 and they faithfully served as Youth Pastor, overseeing our Student Ministries, until January 2018.

As a result of their dedication and faithfulness, Larry was asked to serve as the Assistant Pastor of The Apostolic Sanctuary in 2015 and Spanish Pastor in May 2018.


Larry is a licensed minister with the United Pentecostal Church International.

Duane Lindsey

Duane Lindsey

Duane Lindsey was born and raised in Moline Illinois, grandson of the late Rev. Thomas Latta and nephew of Rev. Samuel Latta both former Pastors of the Apostolic Sanctuary. (Formerly known as the United Pentecostal Church, Whole Truth Tabernacle, and The Jesus Church) The first miracle of many in his life occurred shortly after his birth when Doctors announced that since he was born without an esophagus there was absolutely no chance of his survival. Fortunately, God had another plan and after a prayer of faith from his mother and Pastor Samuel Latta, he was miraculously healed and soon went home without so much as a surgery. 

January 17, 1981, he married the love of his life Rhonda (Denney) Lindsey and together they have 3 children Dustin, Damon (Ken) and Whitney (Jeff). 

As members of The Apostolic Sanctuary, they have fulfilled many roles from cleaning, ushering, working bus routes, teaching Sunday school, youth leaders, Home and Family, small group leaders and music. January 1988, he was appointed and ordained as an Elder by the late Rev. Wayne C. Mitchell and in September 2001 became Assistant to Rev. Richard L. Plunk and Vice President of the Board.

Duane has been a member of the Apostolic Sanctuary his entire life except for a brief 3-year stint in which his career required a relocation to the Northern Kentucky, Cincinnati region where he attended the First Apostolic Church of Cincinnati, Pastored by Rev. Joel Urshan.

He is a Journeyman Tool and Die Maker that worked his way into Manufacturing Engineering. From there he became a representative, OEM Specialist and Strategic Account Manager for Sandvik Coromant. He now is Vice President and in transition to become the owner of Clairco Tool Company, Davenport Iowa.

His hobbies include golf, hunting, and fishing. He is also a passionate musician that loves playing drums, percussion, as well as singing. He also enjoys traveling and spending time with his family! 

He currently works closely with Pastor Randol as a member of the Pastoral staff and the Elder Board.

Miranda Rubinate

Miranda Rubinate was born and raised in the Quad Cities and is the middle daughter of our Associate Pastor, Donald Bailey.

She attended Apostolic Bible Institute in Saint Paul, Minnesota and graduated with an Associate Degree in Music in 2003, as well as a BA in Theology in 2006.  While attending ABI she also met her husband Rob Rubinate — they were married June 25, 2005. Rob graduated with his BA in Theology in 2007. Together they have 3 daughters Ashlynn (2007), Jordynn (2010), and Carsynn (2012).

Miranda joined the staff in 2007 as the Administrative Assistant to the Pastor, as well as overseeing the day-to-day operation of the church office. She was selected by the church in January of 2013 to be the Church Secretary.

Vicky Ramirez

Victoria (Vicky) Ramirez was born in Moline, IL and raised in Geneseo where she graduated from high school. Nearly 32 years ago she married Louis (Lou) Ramirez and they have three children (Justin, Shaye, and April), along with 5 grandchildren. Vicky has blessed the church with her talents throughout the 25 years she has been a member — Deaf ministry, SS secretary, Choir, and Comfort ministry. She served for a few years as both Church Treasurer and Secretary, having recently been asked to concentrate her time and energy overseeing the finances of the church; with over 30 years in the investment industry, she has a wealth of expertise in this area of ministry.

Greg and Marilyn are full-time Evangelists who base out of TAS. You can contact them by email or call 309-912-1660 if you are interested in scheduling them for a revival. After 14 years of Pastoring, they are excited about this phase of their life and ministry. They desire to be used of God and are willingly walking through the doors He opens for them.

Jason and Michelle Beardsley

Evangelist Jason Beardsley is an ordained minister in the UPCI. He has served in many areas of ministry over the last twenty years: worship leader, outreach director, youth pastor, co-pastor, and going on to become the senior pastor for eight years.  While serving as pastor,  two more churches, including one Spanish work, were launched and are autonomous today.

Never able to get away from the pull of evangelism, Jason resigned the churches he pastored and is now traveling as a full-time evangelist.
